Martin accused of turning back on Air Corps toxic chemical exposure victims

Defence Minister Micheál Martin has been accused of turning his back on survivors of toxic chemical exposure while serving in the Air Corps.

They say they have asked for direct engagement with him before agreement on the format of a statutory inquiry related to Defence Forces abuse allegations is reached.

Mr Martin has been holding meetings with representatives of serving and former Defence Forces personnel.

Those not invited to such meetings are instead emailed what the Air Corps Chemical Abuse Survivors (ACCAS) describe as round-robin and impersonal “Dear Stakeholder” updates by civil servants.

One of the latest face-to-face meetings with Mr Martin was last Thursday and it was with the Women of Honour group.

They featured in RTE’s Katie Hannon’s expose in 2021, which led to the launch of the Independent Review Group investigation into allegations of sexual abuses in the Defence Forces.

The review group’s report in March included allegations of both male and female soldiers being raped, sexually assaulted, and bullied.

However, while the Women of Honour did not give evidence to the review group, ACCAS did.

The extent of abuse they allege they suffered was so extensive the report recommended their allegations should feature in a statutory investigation.

Like members of Women of Honour, a number of ACCAS members are also suing over abuse they allege they endured.

The ACCAS say the Defence Minister’s failure to engage with them contrasts with a meeting he had with them in June 2017 when he vowed to support their cause “because it is the right thing to do”

34 men and 1 woman have died prematurely since Martin stood up in the Dáil and called for a public inquiry into the Air Corps toxic chemical exposure scandal on the 1st of February 2017.

Some of these serving & former personnel could have been saved by awareness campaigns and risk specific medical interventions, since he gained power Martin has chose to let suffere & die unnecessarily. 

Martin has failed to respond to requests for meetings with survivors since he came to power despite precedent where previous Minister’s for Defence such as Simon Coveney & Paul Kehoe met with the same personnel. 

Absolutely nothing has been done to provide targeted healthcare for exposed personnel since this date despite damning findings by the HSA which the Department of Defence and the defence forces continue to try to downplay.

Trichloroethylene used to clean the floors in Irish Air Corps cookhouse!

Every now and again when investigating poor health & untimely deaths of colleagues in the Irish Air Corps at Casement Aerodrome we come across a cluster of unexplained deaths or illness in particular work locations.

Exposures are briefly explained by location below those in RED were unexplained until personnel came forward to highlight misuse of chemicals in these locations.

Apprentice Hostel

Exposure to asbestos was the main problem in the apprentice hostel and it does not appear to have been fully removed until the mid 1990s although some efforts were made to remove the bulk of it in the late 1980s. The 1990s effort used a professional removal service while the late 1980s effort used apprentices without any PPE whatsoever. Persistent black marks on lino or floor tiles would be dealt with by calling to the nearest hangar or workshop to borrow some MEK or Trike

Avionics, ERF & Parachute Shop

Illness & untimely deaths in Avionics Squadron and Engine Repair Flight (Engine Shop) can be explained by unprotected exposure to the chemicals used in both locations and by their exposure to exhaust fumes from the Spray Paint Facility. The Parachute Shop which was part of ERF establishment also used toxic glues and exposed personnel to fumes from PU coated drysuits.

Basic Flight Training School

Illness & untimely deaths in BFTS can be explained by the IRAN inspections where DCM/Phenol paint strippers were used without PPE and the extensive use (like in heli) of corrosion inhibitors like Mastinox. Of course the fuel for the Marchettis was leaded gasoline with its own issues.

Battery Shop

Illness in the battery shop can be explained by exposure to battery electrolytes & charging fumes. The personnel walking around here with holes in their jumper, trousers and shirts from sulphuric acid was almost comical if it wasn’t such a serious risk to their health.

Cookhouse / NCOs Mess

Until now we had not been able to satisfactorily explain the unusual body count & illnesses of personnel who served in the old cookhouse kitchen, new cookhouse kitchen and NCOs Mess kitchen.

Recently we were made aware of a practice in the old cookhouse as far back as the mid 1970s whereby personnel who worked there procured solvent degreaser from up camp. We believe this degreaser again to be trichloroethylene.

This solvent was provided sometimes in 25 litre drums and sometimes in gallon containers where it was usually decanted into smaller vessels like milk bottles or coke bottles to be spread on the floor and then mopped and squeegeed until the floor was spotless.

And it turns out that this practice continued in the new cookhouse and technicians from ERF who dropped down 25 litre drums of Trike were rewarded with a wrap up of some food like steaks.

We believe this floor degreasing practice occurred in the NCOS Mess kitchen but we have no evidence yet that it occurred in the Officers Mess Kitchen but given the fluidity of personnel movements between the various catering locations it is a distinct possibility.

Engineering Wing Hangar & Workshops

Illness & untimely deaths in Engineering Wing Hanagar can be explained by unprotected exposure to Paint Shop chemicals including isocyanates & thinners, Hydraulic Shop chemicals, Sheet Metal Shop chemicals, wood dust from the Carpentry Shop, welding fumes from the Welding Shop as well as paint stripper fumes and mastinox fumes from Marchetti IRANs or Alouette equivalent teardowns.

Fire Crew

Members of the fire crew would have had exposure to exhaust gasses of idling aircraft engines and would have also had exposure to fuel fumes  and burning fumes from training exercises. The Fire Crew also used PFAS based fire fighting foams.

Heli Wing

Illness & untimely deaths in Heli Wing are easily explained by unprotected exposure to the chemicals used maintaining helicopters, by exposure to fuel vapours from gravity refueling, exposure to exhaust gasses from gas turbine engines and the immune sensitisation capabilities of polyurethane coated immersion suits.  Toxic tubbing in Heli was also a thing.

Light Strike Squadron

Similarly illness & untimely deaths in Light Strike Squadron can be explained by unprotected exposure to refueling fumes, exhaust gasses and other lubricants, greases, hydraulic fluids and sealants used to maintain the Fougas. Toxic tubbing in LSS was also a thing.

Main Block

Illness & untimely deaths in the Main block can be explained by unprotected exposure to photographic film & printing chemicals. These photographic chemicals used in photo section drove death, illness & harm to offspring in personnel throughout the main block

Chemicals in use by workshops in Air Sp Coy Signals further exposed personnel in the mainblock to chemicals they would not have expected to be exposed to like trichloroethane etc.

Main Tech Stores

Illness & untimely deaths in Main Technical stores can be explained by the fact that the building is sited on the old Camp Stables where hundreds if not thousands of litres of toxic chemicals such as Ardrox 666 were dumped into the ground. Complaints were made by civilian & military personnel about poor air quality  in MTS and studies were carried out but the reports have disappeared. There is also evidence that used chemical drums containing isocyanates were stored in MTS in an open state.

Photo Section

When photo section moved out of the Main Block to the old cookhouse in the early 1990s they brought their dangerous chemicals to this new locations. This new location was better equipped than the expellair in the main block. But faulty equipment and lack of chemical health & safety training meant illness & death continued.

Photographers who flew regularly exposure to refueling fumes, exhaust gasses from gas turbine engines and the immune sensitisation capabilities of polyurethane coated immersion suits.

Refuelers

Obviously refuelers were exposed on an ongoing basis to high amounts of refueling fumes and aircraft exhaust gasses but also to other dangerous additives like FSII.

Training Depot

On at least two occasions that we are aware of there was catastrophic damage caused to floors and walls by misuse of chemicals in ACTD.

On the first occasion in the late 1980s we are aware of a recruit using what we suspect to be a large quantity of MEK on twine backed traditional lino the last room on the left of the depot. The use of the chemical on this occasion melted the lino through to the twine backing.

On the second occasion in the mid 1990s at least 25 litres of trichloroethylene was used to clean the floor of some of the demonstration rooms that had been recently redecorated. The Trike was spread on the floor using mops and squeegees making the apprentices carrying out the job high. The next morning it was discovered that all the floor tiles had shriveled up and that all the paint on the walls up to about 1m had dissolved and flowed down the walls to the floor.

The physical layout of Baldonne means that the prevailing wind blows the exhaust gasses from idling aircraft over the whole camp.

There does not appear to have been any initiative whatsoever to reduce camp personnel exposure to exhaust gasses and in many cases aircraft exhaust into hangars due to the prevailing wind.

We have little information on chemical exposures at Gormanston except for tubbing and the use of JetA1 powered heaters inside hangars. We would welcome any information in this regards. 

Dutch Neurologist Warns of ‘Parkinson’s Pandemic’ Linked to Toxic Chemicals

As the world frantically battles coronavirus, a leading Dutch neurologist warns of the next global pandemic — and this one, he says, is almost entirely of our own making.

Bastiaan Bloem, MD, a neurologist and professor at Radboud University Nijmegen Medical Center, says that over the next 20 years, the number of people with Parkinson’s disease (PD) will likely double — from the present 6.5 million to more than 13 million.

The main cause of this exponential jump: widespread exposure to herbicides, solvents, and other toxic chemicals used in agriculture and manufacturing.

“A pandemic, as everybody is now painfully aware, is a disease happening worldwide, to which no one is immune. PD fulfills all those criteria,” Bloem told Parkinson’s News Today in a phone interview from the Netherlands.

“Parkinson’s is now the fastest-growing neurological condition on the planet.”

Bloem, 53, points to the tight link between exposure to herbicides such as paraquat — a weed killer — and the risk of developing Parkinson’s.

“These chemicals were introduced worldwide after World War II, and many are still used today on our fields,” he said. “For this reason, farmers are at a markedly increased risk of developing Parkinson’s. If you feed a mouse paraquat — which is banned in China but not the U.S. — it will kill the dopamine-producing cells in the brain. These chemicals are tremendously toxic to the brain and have even been detected in milk, in supermarkets.”

Paraquat isn’t the only such chemical posing this risk. Trichloroethylene, a solvent used to clean metals and remove stains, has exactly the same effect on human brains. Yet it’s still widely used and is detectable in high concentrations in groundwater, he said.

“Parkinson’s is exploding in numbers, it’s a horribly debilitating disease, and it’s a costly disease that should matter to people and governments. We’re doing this to ourselves,” Bloem said. “But we can do something about it. We need to get rid of these toxic pesticides and move toward organic food. And we should take measures to protect people who work in these toxic environments.”

Dutch Neurologist Warns of ‘Parkinson’s Pandemic’ Linked to Toxic Chemicals

Trichloroethylene was used in Baldonnel for decades with ERF in particular receiving it in 220 litre drums. From ERF it was handed out without any precautions or training to anyone who asked for it. It was handed out in milk cartons, plastic coke bottles etc.

Trichloroethylene was used by all hangars & workshops in an ad-hoc basis usually with Trichloroethylene begged from ERF although some units did order it themselves. Personnel in the Air Corps museum also used Trike to help degrease parts & aircraft being restored for the museum. 

Trichloroethylene was also used by both apprentices, tech & line personnel to carry out cleaning tasks in the Air Corps Training Depot while on training courses or during “war week”.

In at least 2 separate instances some floors in ACTD were completely destroyed by the use of Trichloroethylene being left overnight to clean them. In one incident Trichloroethylene dissolved through a traditional lino floor as far as the backing twine and in another incident few years later a tiled floor was destroyed after the tiles shriveled up & shrunk after Trichloroethylene  was left overnight to clean a floor.

Trichloroethylene was also used by teenage apprentices to clean black marks off floors in the Apprentice Hostel and the Apprentice School.

At no point was anyone ever given training in the use of Trichloroethylene nor issued with appropriate PPE whilst working with the chemical.

Samsung toxic chemical scandal Versus Irish Air Corps toxic chemical scandal

Samsung has apologised to employees who developed cancer at one of its computer chip manufacturing facilities following a ten-year legal battle.

The announcement comes after the company and a group representing ailing Samsung workers agreed to accept compensation terms and end a highly-publicised standoff. The company’s apology was part of the settlement.

Kim Ki-nam, the head of Samsung’s semiconductor business, said: “We sincerely apologise to the workers who suffered from illness and their families. We have failed to properly manage health risks at our semiconductor and LCD factories.”

Campaigners claim that 320 employees at Samsung have developed illnesses after being exposed to toxic chemicals at in its chip factories. They also claim that 118 people died as a result.

Here is a list of some of the chemicals used by Samsung and surprise, surprise all of them bar one were used by the Irish Air Corps in different hangars, labs & workshops at Baldonnel & Gormanston aerodromes.

In fact Trichloroethane was so “borrowed” by other units that almost every location at Baldonnel would send personnel up to the Engine Shop to  obtain some TRIKE in plastic Coca Cola bottles, milk cartons, aerosol lids or any other vessel capable of begging some of the liquid. Trike was used to clean, degrease or even just remove black marks off floors. 

This last usage meant that on at least 2 occasions floors in the Air Corps Training Depot were actually disolved in separate incidents years appart. One where old fashioned lino was dissolved back to the backing twine and another years later were a lecture room was mopped with a 25 litre drum of Trike that resulted in the vinyl floor tiles shrinking & curling up and the wall paint disolving & flowing off the walls onto the floor.

If you were exposed to toxic chemicals you should have worn the PPE provided.
You should have relied upon the Chemical Training provided.
You should have used common sense.

Note that the “independent third party” investigator, Christopher O’Toole, is a retired barrister from the office of the Attorney General (an office incidentally being sued by exposed personnel..so much for third party independence). O’Toole could find no documentation to back up the Air Corps / State Claims Agency claim that PPE was provided nor that Chemical Training was provided….simply because it WASNT…not until 2017 a full 2 years after the whistleblower’s protected disclosures.

Furthermore O’Toole DID NOT investigate ILLNESS, O’Toole DID NOT investigate CHEMICAL EXPOSURE. O’Toole only really investigated whether documentation to prove Air Corps compliance with Health & Safety legislation existed prior to 2015 and he could find NONE.

My expertise is in the area of law and in carrying out this review it was my intention to examine compliance by the Air Corps with the relevant law and regulation. I was not in a position to consider the substances in use or any implications for human health arising from such use as these issues are outside my competence. The allegations concern both the current health and safety regime and compliance with that regime in a period stretching back over 20 years.

Solvent exposure and Parkinson’s disease

Shaun Wood worked was a painter and finisher  at Royal Air Force (RAF) bases across the world. During the early 1990s he was involved in the very intensive work preparing Tornado aircraft for the first Gulf War, in particular gluing anti-missile patches to the aircraft. This work was often done in confined spaces over long working hours.  He generally wore a respirator but these were not really adequate for the circumstances.

Shaun has been diagnosed with Multiple System Atrophy (MSA), which is a debilitating Parkinsonian syndrome that affects the nervous system. He is just 53 years of age.

Throughout his work Shaun was exposed to various solvents, but primarily trichloroethylene and dichloromethane. There is not a great deal of information about exposure to these solvents in aircraft maintenance. I have seen results from a survey carried out at an RAF base in Scotland where dichloromethane levels were measured during paint striping in the cockpit area of a Nimrod aircraft. There was only 1.5 m2 of paint removed, but the peak air concentrations were about 700 mg/m3. Results from three monitoring surveys where the British Health and Safety Executive sampled for dichloromethane during paint stripping on aircraft are shown in the following figure. The mean levels measured in each of these surveys were: 330, 790 and 1,960 mg/m3, and the highest individual level measured was 3,590 mg/m3.

Below is a photo of one of the locations in the Irish Air Corps that used Dichloromethane, namely the NDT Shop of Engine Repair Flight. Yes that is a stream of the chemicals dripping out of the extractor fan and running down the wall. And yes that is dichloromethane, cresylic acid and the hexavalent sodium chromate all over the floor. The small barrel that is being dissolved by its contents contains Hydrofluoric Acid.

Some extracts from the Ambient Air Monitoring For Health and Safety at Work report dated 2nd August 1995

  1. Dichloromethane levels were measured in the engine shop in Wednesday the 12th and Thursday the 13th of July 1995 at the behest of Captain John Maloney who is still serving in the Irish Air Corps
  2. The level of dichloromethane found in ambient air in the engine
    cleaning area exceeded health and safety limits. 
  3. Levels of Dichloromethane were measured at 175.9ppm (622.5 mg/m3)  while the TWA health & safety limit for this chemical in 1995 was 50ppm.
  4. Significant levels of all parameters monitored were found in nearly all ambient air samples taken in the engine cleaning area.
  5. The ventilation in all areas monitored was deemed to be insufficient. It is thus recommended that mechanical heating and ventilation systems be adapted designed and installed in all areas monitored.

To summarise, the Irish Army Air Corps knew that Dichloromethane levels in the NDT shop in 1995 exceeded health & safety limits by 3.5 times yet officer management

  1. LEFT personnel of all ranks and none to rot in this exceptionally toxic working environment for a further 12 years.
  2. IGNORED the recommendation to design and install design a proper ventilation system, (they stuck in 2 x Xpelairs).
  3. NEVER re-tested the environment to see if the Xpelair fans worked, we suspect they made things worse by increasing evaporation rate.
  4. NEVER informed personnel of enlisted ranks that their workplace was contaminated to dangerous levels.

Navy (New Zealand) veteran’s landmark compensation deal has others with Parkinson’s fearing trichloroethylene

Hundreds of New Zealanders may have been affected by a toxic chemical in a wide range of workplaces, a Weekend Herald investigation has found.

The discovery follows a landmark compensation pay-out to a New Zealand navy veteran who proved links between exposure to the solvent during his military service and his Parkinson’s disease.

The Herald reported last month that Veterans Affairs has provided the ex-serviceman with an entitlement to disability compensation for Parkinson’s, a condition attributed to his exposure to trichloroethylene (TCE) while degreasing and cleaning electronics on a Royal New Zealand Navy ship during the 1948-1960 Malayan Emergency.

The Weekend Herald has since tracked down other men who fear their handling of TCE in the 1960s, 70s, and 80s could have caused their debilitating diseases and who now want to pursue their own compensation cases.

A former New Zealand Post Office telephone exchange technician, a naval dockyards apprentice and an aircraft engineer have all spoken about using TCE in their workplaces for years, without any health and safety precautions.

None of them used gloves or breathing apparatus while being exposed to the potent halocarbon that was popular across an array of sectors and workplaces in New Zealand, including garages, railway and aircraft workshops, and other depots.

“Trichlo was strong enough to bowl you over,” said 65-year-old Steve Walker, an ex-New Zealand Post Office employee at the Balclutha exchange, who now struggles with Parkinson’s. “It seeped into your skin, into your clothes. It took over you completely.”

Dave Schafer, a 58-year-old who used TCE weekly while cleaning instruments on Navy frigates during a five-year apprenticeship at the Devonport naval base, said: “Holy cow, that stuff was powerful. But as apprentices you kept your mouth shut and did your job, you didn’t rock the boat.”

Parkinson’s New Zealand, the Returned and Services’ Association (RSA), and those spoken to by the Weekend Herald, all believe there will be many more New Zealanders – hundreds if not thousands – who have been exposed to TCE over the years.

“Researchers have suggested there could be a significant lag time between exposure to TCE and the onset of Parkinson’s,” said Parkinson’s New Zealand chief executive Deirdre O’Sullivan.

“As such, we have reason to believe there could be many more serving and/or ex-serving NZDF people in a similar situation to this veteran.”

The potentially precedent-setting Navy veteran’s decision was made on appeal to the independent Veterans’ Entitlements Appeal Board, which considered appeals against decisions made under the War Pensions Act 1954.

It was made possible by ground-breaking international research including a major 2011 study on TCE exposure that concluded it was likely to result in a sixfold increase in the chances of developing Parkinson’s.

Interesting that the New Zealand Herald article discusses exposure in the 1960s, 70s, and 80s. No mention of the 1990s onwards obviously because the industries there using the chemical copped on in the 1990’s.

Unfortunately the Irish Air Corps was still exposing personnel to Trike, (without protection) in ERF / Avionics in the 1990s and well into the first decade of this century and likely elsewhere in Baldonnel & Gormanston

Parkinson’s Disease Risk Greater in Those Exposed to Trichloroethylene

Symptoms of Disease May Appear 10 to 40 Years Following Exposure

A novel study in twins found that exposure to trichloroethylene (TCE)—a hazardous organic contaminant found in soil, groundwater, and air—is significantly associated with increased risk of Parkinson’s disease (PD). Possibility of developing this neurodegenerative disease is also linked to perchloroethylene (PERC) and carbon tetrachloride (CCI4) exposure according to the study appearing today in Annals of Neurology, a journal published by Wiley-Blackwell on behalf of the American Neurological Association and Child Neurology Society.

The National Institute of Neurological Disorders and Stroke (NINDS) estimates that as many as 500,000 Americans have PD and more than 50,000 new cases are diagnosed annually. While there is much debate regarding cause of PD, studies suggest that genetic and environmental factors likely trigger the disease which is characterized by symptoms such as limb tremors, slowed movement, muscle stiffness, and speech impairment. Several studies have reported that exposure to solvents may increase risk of PD, but research assessing specific agents is limited.

The current epidemiological study, led by Drs. Samuel Goldman and Caroline Tanner with The Parkinson’s Institute in Sunnyvale, California, investigated exposure to TCE, PERC and CCI4 and risk of developing PD. The team interviewed 99 twin pairs from the National Academy of Sciences/National Research Council World War II Veteran Twins Cohort in which one twin had PD and one didn’t, inquiring about lifetime occupations and hobbies. Lifetime exposures to six specific solvents previously linked to PD in medical literature—n-hexane, xylene, toluene, CCl4, TCE and PERC—were inferred for each job or hobby.

The findings are the first to report a significant association between TCE exposure and PD—a more than 6-fold increased risk. Researchers also found that exposure to PERC and CCI4 tended toward significant risk of developing the disease. “Our study confirms that common environmental contaminants may increase the risk of developing PD, which has considerable public health implications,” commented Dr. Goldman.
